Ukraine: Report on Residential Property Price Index Mission (September 15 – 19, 2025)

This technical assistance mission, conducted from September 15 –19, 2025, aimed to support the State Statistical Service of Ukraine (SSSU) in advancing the compilation and dissemination of the House Price Index (HPI). The mission focused on finalizing methods for index compilation using listings data, assessing new administrative data sources, and designing a dissemination strategy. Findings highlighted that while administrative data from the State Registry of Real Rights and Unified Database of Valuation provide useful information, their quality and completeness currently limit their use for official HPI compilation. The mission recommended continuing reliance on listings data, refining hedonic modeling techniques, and securing methodological clearance to enable the planned publication of an updated HPI by May 2026. These efforts are critical for enhancing transparency in Ukraine’s real estate market, supporting financial market infrastructure, and aiding economic recovery and reconstruction.
