Summary

This paper presents Côte d’Ivoire’s Sixth Review under the Extended Arrangement under the Extended Fund Facility (EFF) and the Arrangement under the Extended Credit Facility (ECF), and Fifth Review under the Resilience and Sustainability Facility (RSF) Arrangement. Program implementation remained strong: all end-December 2025 quantitative-performance criteria and structural benchmarks under the EFF/ECF arrangements were met, and all reform measures under the RSF arrangement were implemented, marking the completion of all RSF-supported reform measures. Côte d’Ivoire’s economy remains resilient, although the outlook is subject to heightened uncertainty. Real GDP growth is expected to moderate to 6 percent in 2026, from 6.5 percent in 2025, reflecting weaker external demand amid the war in the Middle East and heightened global uncertainty. Sustained structural reform momentum will be important to support inclusive, private-sector led growth under the 2026–30 National Development Plan. The completion of all RSF reform measures is a significant achievement. The authorities’ climate reform agenda will help strengthen resilience, support the green transition, and reduce prospective balance-of-payments risks. Sustained implementation beyond the program period will be essential to fully realize these benefits.
